The directorate of Research and Information Technology is responsible for all the information needs of the assembly including processing, accessing, assessing, providing, communicating, storing, retrieving, etc of all the information needs of members of the county assembly and staff. It is also responsible for the provision and maintenance of computer-based information communication systems and the county assembly website.
Offices and Divisions in the Directorate.
The following are the offices and departments in the directorate and their functions
Office of the Director.
The directorate of information and Research services is headed by a director whose main responsibility is supervisory coordination of all the personnel of the Directorate such as Research Officers, ICT Officers, communication officers, Hansard officers, Librarians and Printing Services Personnel. Some of the specific duties and responsibilities of the director include:
The provision of analytical and fiscal research required to support the member of County Assembly and Assembly staff
The support of Information, communication and technology needs of the Assembly
iii. The provision of library services
Management of public relations, protocol and media relations
Provision of House broadcasting services
Management of all information resources
vii. Any other lawful duties as any be assigned from time to time
Divisions
The following are the departments in the directorate:
Research Services Division
The department is headed by the head of Research Services. It is responsible for:
i) Provision of professional research assistance to members of the County
ii) Equipping members of the County assembly with information to make them able to integrate issues.
iii) Writing papers for committees
iv) Writing conference papers
v) Assessing the strengths and weaknesses of policy options.
vi) Providing expert interpretation, explanations and analysis of policy issues.
vii) Maintaining a periodically updated inventory of publications on current issues.
viii) Providing technical back-up to County Assembly committees.
Library Division
The department is headed by the head of Library Services. It is responsible for:
i) Selection and acquisition of books and other library materials.
ii) Cataloguing and classifications of library materials.
iii) Indexing and abstracting services
iv) Packaging and repackaging of information e.g. press cuttings organized in
v) Providing reference materials like dictionaries, encyclopedias, yearbooks, Almanacs etc.
vi) Reproducing materials (Reprographic Services) i.e. photocopying.
vii) Loaning services for a period of one month with a maximum of 4 books.
viii) Inter-library loaning services
ix) Sharing resources with other departments
x) Subscribing to online resources.
xi) Hosting the ICT room for internet access for members of the County Assembly and staff.
3. ICT Division
The department is headed by the Head ICT. It is responsible for:
i) Assisting in implementing computer-based information systems.
ii) Providing user support and training.
iii) Coding and testing simple computer programmes according to instructions and specifications.
iv) Monitoring the performance of ICT equipment.
v) Reporting any faults for action
vi) Repair and maintenance of ICT equipment and associated peripherals.
vii) Configuring of Local area Networks (LAN) and Wide Area Networks (WAN)
viii) Developing and updating application systems
ix) Carrying systems analysis, design and programme specifications in liaison with users.
x) Verification, validation and certification of ICT equipment.
xi) In charge of technical bit of broadcasting e.g. video conferencing digital sound in the chamber and all multimedia support.
