The power to establish committees by County Assemblies is provided for in the Constitution of Kenya, 2010; Section 14(1) (b) of the County Governments Act 2012; enabling Acts, such as The National Assembly Powers and Privileges Act, the Kisii County Assembly Standing Orders; Resolutions of the House and established conventions, traditions and practices.
Department Mandate
The Department of Committees and Procedural Services in the Kisii County Assembly is charged with the duty of managing committees and offering procedural services to the Speaker and MCAs under direct Supervision of the Assembly Clerk who is the Chief Procedural Advisor.
The staff in the department facilitates and makes the operations of committees effective and efficient in the execution of their mandate and tasks assigned by the House.
A clerk assistant in charge of a committee and the entire secretariat are expected to work closely with the chairperson and the entire membership. Hence, the secretariat is constantly available to offer the necessary support, including the interpretation of the mandate, application of statute and procedure.

The Department is divided into three Divisions namely;
