Finance and accounting is a support service that provides efficient, effective and prudent financial management to the County Assembly including planning, organizing, directing, and controlling financial activities.
Mandate
The directorate of Finance and Accounting Services derives its mandate from the Constitution of Kenya Chapter 12, Public Finance Management Act, 2012, and PFM (County) Regulations, 2015.
This directorate performs a delegated role in facilitating these functions pursuant to section 147 and 148 of the Public Finance Management Act, 2012, which explicitly spells out the responsibilities of an accounting officer of a county assembly in management of public finances.
Functions
Resource Mobilization.
Annual Budget preparations.
Ensure proper management and control of the finances of the County Assembly.
Ensure proper compliance with accounting standards prescribed by the Accounting Standards Board.
Maintenance of proper records for public funds administered by the County Assembly.
Advise the County Assembly Service Board on Financial matters.
