Hon. David O. Kombo (Speaker County Assembly)
The Honourable David Ondimu Kombo, who was born in south Mugirango Sub-County of Kisii County in 1945, became the Second Speaker of the Kisii County Assembly, after his election at the First Sitting of the Second Assembly in September 2017.
Hon. Kombo, a Certified Public Accountant comes with a range of experience in public sector, having served in various capacities in the National Government and Devolved Units.
He served as a Member of Parliament (MP) and an Assistant Minister for Commerce, when he represented the people of South Mugirango between 1988 and 1992.
The Speaker, who has also served as a member of board in various governmental organizations, was also a one-time Town Treasurer and Town Clerk for the defunct Municipal Council of Kisii.
Before his election as the Speaker, Hon. Kombo was the Chairman of the Kisii County Public Service Board, which he served from its inception on October 2013 to August 2017 when he successfully vied for the Speaker’s post.
Hon. Kombo’s vision is to lead a united Assembly in achieving their mandate of legislation, representation and oversight, so as to ensure that the people of Kisii County are satisfied with the services offered by their government.
“Without proper oversight, the executive may relax on their mandate. We need to leave this assembly better than we found it.”
Having served as an MP, Hon Kombo will be digging into his experiences to lead the house of which many members have no parliamentary experience.
“Assemblies are a replica of Parliament, and I intend to use my experience and knowledge gained from my time in parliament to help many of our members who are having the first experience of a parliamentary setup,” he added.
He says that Devolution is all about giving Mwanachi a chance to participate in decision making and on how they are led, and assemblies have the basic role on ensuring that this is achieved.
James Nyaoga (County Assembly Clerk)
Mr. James Nyaoga is currently pursuing PhD studies in Planning and Economics of Education at Kenyatta University. He holds two Masters Degrees. He has a masters degree in Planning and Economics of Education from Maseno University. He has another Masters degree in Public Policy and Analysis from Jomo Kenyatta University of Agriculture and Technology. He holds a bachelor of Education degree from Moi University.
